Dodgy hotmail ?
Have been forwarded an email supposedly from hotmail saying that due to nearly running out of space they need to confirm live accounts and that if you don't cut and paste the message to at least 10 people your account will be deleted. Is it me or does this sound dodgy?

Definitely dodgy, just delete it.
Hotmail won't contact you like that.
I believe their policy is to close inactive accounts after 60 days, though it may be 30 or 90. They don't delete the account, but you would stop receiving mails to it. If it is closed, you just log back in to re-ctivate it.
All you need do is log in to keep your account active.
Bin the spam.

lol of course it's "dodgy", although only dodgy thing about it is that you just spam 10 people with crap.
Think about it logically, why the hell would MS want you to forward a message to 10 people in the first place, especially when they are supposedly running out of space?
Ignore and delete.
