Have you tried VSO DVIXtoDVD converter its free and i use it alot to join 2vcd discs and make into a dvd or convert many other video files, works well.

i use Cucusoft AVI to VCD DVD MPEG Converter Pro to join 2 files together so theres no pause/gap then use divx to dvd to convert them to dvd format both easy to use though its alittle time consuming
