Network Question - Laptop sees PC / PC does NOT see Laptop

Network Question - Laptop sees PC / PC does NOT see Laptop
OK then
Got a PC hard wired to a wireless router.
Got a laptop wireless connected to router.
Both sharing the BB connection
ALL SWEET !!
they were both able to share files/folders on each others drives...
HOWEVER, I have just noticed that the PC can see the name of the laptop, but when i click on it, it gives me all the ****e about contacting administrator and access denied...
BUT.... the laptop can happily view/browse/play/use the file on the PC
WTF ???
any suggestions ??
I've rerun network setup... to NO avail...

Passwords never setup/used......
Browser service ???
what's that all about ??
I can surf etc... do 'normal things' but not access the laptop..
