Get an RX7 or Evo early then do some races - if you get ALL your licenses you can enter the Capri Rally in Special Conditions and do the 2 races - once u win them you get a 265k car which you sell Game on!

I started off with a version 2 STI, which is now 360bhp. Last night I won the first rally in the special conditions which is a winning prize of 5000 each for both races and you also get a 800bhp cadilac cien, which can be tuned to over 1023bhp. Very nice and quick and will kick all in the MR races.

if u want some quick cash, get an evo 2 or similar, spend a bit of cash making it about 350bhp then run the 2nd rally down in the rally list. win both races and get a toyota rally car which u can flog for around £260k

The license's are a lot easier than GT3's - you get a car for passing, another for all silver and a 3rd for all gold - so you can get 15 cars for the doing them.
Also do the mission hall - 1,000 credits for passing each of the first 10 tests, then they get a bit harder...

BTW you don't need all the licenses to do the rally, only the second license IIRC
