As far as i know it is but anything could happen with it as we too well know 
I know that when i asked in early January the date was end of Feburary. When i asked a couple of weeks ago it had already slipped back 2 weeks to March so you never know!

Delays for the PAL Euro release are due to the localisation - transferring it into about 13 languages so all the illegal immigrants aren't discriminated against.
Wednesday 9th March - roll on, a day off methinks... but that only gives me 5 days to do MGS3... & TimeSplitters 3 is due out in March too, will be good to get back to a decent FPS after playing Halo 2
