XP unable to install "new" compliant Hardware.

XP unable to install "new" compliant Hardware.
Hi
Windows XP2 (with all patches) is unable to install any new compliant hardware (USB pens, external disks, DVD's CD's etc). Any compliant hardware allready installed works ok. - but if I uninstall it I can't get it to work again.
When I go through the add remove H/W wizzard - by default windows finds no drivers to install.
If I go through manuall mode and "pick a driver" I am unable to view the list of compliant hardware drivers.
I'm completely at a loss.
I've googled. looked on the MS support site etc etc .
there are a few reports of the same fault - but no fixes
To me it just looks like windows has lost it's driver database - how do i get it back?
Any suggestions?
