I've got Photoshop7, but the learning curve is VERY steep. I tend to use Paintshop Pro 7 instead - and it's only about £40. Depends how much you think you'll be doing. If you'll only be cropping, lightening and the other simple stuff, Paintshop Pro is fine. But serious work means Photoshop (at a serious budget - if you pay for it...)

I used to use paint shop pro but found it way too limited for what I wanted it for. I've since bought the latest version of Photoshop CS and it blows psp clean out of the water. Not cheap though....
If you just want to resize images, do a bit of cropping and retouching, then psp will probably be ok.
Photoshop elements is worth a look as well. Fairly cheap and you get quite a lot of the photoshop features...

Photoshop Elements 3.0 has a lot of the stuff that Photoshop CS has but without the pro features no one except pros ever uses. Recommend you take a look.
Failing that Paintshop Pro has never failed me.
Saying that, I use photoshop CS with my Canon 10D, but I'm still learning and I've been using Photoshop for nearly seven years or so.
