No point it just boots with fat 32 drivers and system.
If you can get on an NT machine - then put empty floppy in drive, go to start, then run, then format a:
Now you just need to copy ntldr, ntdetect.com, and boot.ini to the floppy. Test the floppy by rebooting. Make sure your bios is set to boot from the floppy first.
If you reboot from the hard disk, the boot fails, but our trusty boot floppy works.

Get a copy of the full version "NTFS for DOS" from Winternals*, then boot from your Win98 floppy, run ntfsdos.exe then copy CMD.EXE over the top of the screen saver, e.g.:
copy c:\winnt\system32\cmd.exe c:\winnt\system32\logon.scr
(assuming logon.scr is the screen saver being used)
Then boot the machine, wait for the screen saver (err, well, NT shell!) to kick in. Then type:
net user administrator <new password>
-----------
* Mmmm... either www.winternals.com or your favourite p2p client!

Stef - Yup you can boot an NT machine from a 98 Startup Disk.
From what I can see on my 2000 box here. Boot from the floppy, with CD drivers, pop 2K disk in and type 'setup' and it should do the business.
With regards to the locked bios, have you tried powering off, unplugging and removing the battery and leaving the machine for 10 mins, then putting the battery back in and powering it on? That *might* remove the bios password. If not then there could be a bios reset jumper on the motherboard which you could use to reset the bios and remove the password. At which point you can simply set the primary boot device to the CD drive and boot from the W2K disk.
hope this helps
