Mine does that sometimes, usually after I've been messing with screen settings.
Check/adjust resolution and frequency that monitor/graphics card are set at.

Do people actually stick with the standard XP desktop
Change to classic look now....much less cluttered (and could have less graphical glitches which I agree is likely to be video driver related anyway).

Download latest driver. Completely uninstall current driver from add/remove programs.
Reboot until you have 640/480 screen.
Install new driver, set refresh ret of monitor to at least 72hz
