I think it just means that the server on which the web page is based is offline for some reason............

Nothing you can do about it - just keeping trying until they come back online.

that would be correct, not exactly offline but some internal server error, not able to serve the page, can be down to some problem reading the code or executing any language in that page that ur trying to reach
