21 seconds.
Running minimal Slackware Linux 9.1, cut down 2.6.1 kernel and Blackbox window manager.
Yeeeyyy, I win
*oops, said 12 instead of 21. Its not quite that fast, the machine is pretty old

Microsoft have a utility called bootvis for XP that you can run to optimize your pc startup. It reorders the sequence that drivers and dll's are loaded, enabling the logon screen to appear faster than lightning. It's a quiet complicated process though that involves quiet a few reboots.

Please note that Bootvis.exe is not a tool that will improve boot/resume performance for end users. Contrary to some published reports, Bootvis.exe cannot reduce or alter a system's boot or resume performance. The boot optimization routines invoked by Bootvis.exe are built into Windows XP. These routines run automatically at pre-determined times as part of the normal operation of the operating system.

Got a dual boot (winXP and Linux) + a user login for windows. If it was just winXP then you could probably reduce the overall time by 5/10 secs. Another 10 seconds off the time if it went straight into windows rather than going through the XP login screen. Anyway, times as follows:
20 secs - XP/Linux selection screen
50 secs - XP login screen
70 secs - XP loaded up (flashing light on PC stops and mouse no longer egg timer).
so 1.10 which would be 50/60 overall if I didn't have linux or login.
PC spec is - 1.5Ghz P4, 256 meg ram, 40GB + 60GB HDDs.

XP was designed to boot up much faster than previous operating systems - anybody without XP won't win.....
(it was a design brief for the new OS)
** I'm excepting smartarse linux users here **
