Due to the computer getting full of crap whilst kids have been on it I want to restrict other users from accessing folders on the hard drive but allowing them to use a folder for anything they download and not allowing them to install anything.

Cheers

Set yourself as Admin then setup an account for each other person in user accounts (start->control panel) setting permission as needed

Did that and set as limited user

I altered the registry whilst logged as another user to restrict what they ran (RestrictRun) but didnt work properly and cant alter it now, is there a way of altering the registry whilst logged as myself but not restricting what I do.

you shouldn't be altering the registry directly unless you know exactly what you are doing.

Your probably after a policy editor.
