Can anyone supply me with a working :

transparent proxy server on port 3128

I can't get access to any of the the usual sites from here

A 'transparent proxy' will be well difficult. A normal web proxy will be easier. Host one yourself from your home connection and lock it down to accept requests from certain ip's
