What a strange dialect you have hobo. Assuming your using ASCII conversion from binary, you have just told dazza somthing along the lines of:

µ W R Å ╫ ƒ ª ' â í ù : Æ ú

unicode is not entierly correct on here.

Are you a martian? hehe

*edited, forgot to answer the question.
assuming your on IE, go to tools > internet options > privacy > advanced and make sure they are enabled.
If your on a home computer with a firewall, make sure they are allowed through the ruleset. If your on a work copmuter and your not getting them, your screwed. Although its rare companies block cookies for the server. Only some 3rd party ones.

It's nothing to do with security settings. The username on some screens is case sensitive. You have to enter it EXACTLY as in your profiles (i.e. as it appears on your posts) or it will not work.
