What's the function of vnetbios.vxd ?

as title really.
It's a file that according to win98 is missing on boot.
Couldn't resolve it so formatted an installed winME instead.
I think it might be cos my 98 cd has been "kicking about for a bit" now and consequently is scratched to ****.
