Bluetooth device scanning

If i am on a train and have a PDA or phone with Bluetooth enabled, can someone else with a Bluetooth device scan and find my device and then do anything with it ?
I ask this as out of curiosity on the train home last night i switched the Bluetooth on my Ipaq and scanned and found 3 phones.

Store a funny saved contact on your phone and send it to them over bluetooth. I used to do it at my old work. Its a good laugh cos they don't have a clue where its come from.
