Is it possible to connect a VCR to a PC to record an output from VHS?

How would I then go about converting this to MPEG, AVI or whatever?

Any ideas?

You'll need a capture card prices from £25 to scarey money a video with a scart output, a scart to composite cable (3 phono plugs 1 picture 2 sound) and a female phono to 3.5mm jack cable.

Most cards come with some form of capture software.
