Outlook express problem..

Going nuts!!
I know there are server problems etc with most Internet providers. But My computer always has to keep connecting if I go from Outlook to explorer etc Also when swapping to my wifes account.
The dial up comnnection box just keeps popping up every time
Never did it before on my other computer!!!
