Right make sure your anti-virus software is up-to-date (if you haven't got any - get it now!) Run a full system scan to make sure there is noting nasty on your PC.
Check the homepage settings in Internet Options in the tools menu of IE - make sure there are no sneaky programs redirecting your homepage at startup.
Download a copy of Ad-aware and Spybot - install both and download the latest spyware updates. Both are free. Run full scans with both products. They essentially do the same thing, but they do check different areas so you sometimes find that one product will pick up things the other doesn't.
Once you've run both of them, install Spyware Blaster. Check for the latest update on this product as well. It will sit in the background and stop any nasty spyware crap being installed.
See if you still have the problem after doing this. Run Adaware / Spybot on a regular basis (once a week) and check for updates on all three products on a regular basis aswell, as this kind of software is always changing to meet new threats.

I had this problem with IE6. I had to run a few lines of code in the run command box. Try whats been posted so far, if you have no joy I will try and find the fix.
try this
Go to Start>Run, and type press enter after every line:
regsvr32.exe shdocvw.dll
regsvr32.exe browseui.dll
regsvr32.exe actxprxy.dll
Shutdown and restart your machine.

Start > run > regsvr32 urlmon.dll > press enter
When you receive the message "DllRegisterServer in urlmon.dll succeeded" click ok
Also try this with the following instead of urlmon.dll:
Msjava.dll
Oleaut32.dll
Mshtml.dll
Shell32.dll
In Internet Explorer click tools > internet options > programs > reset web settings > ok
Restart the pc and test Internet Explorer again.

KazaaLite has a program built into it called Supertrick which edits the host file to stop the most common pop ups and ads.
I like it to be honest. Here is the link to a site where you can get info on it including removing it.
