basically if two people are after the same file and one has higher participation level than the other they get file first until someone with higher lever comes along etc etc....

Higher Participation meaning you offer more files up for sharing. There are various hacks to give yourself the highest rating.

Latest version (2.1.0) keeps your PL at 1000. Lots of new gizmos in the latest version so it's well worth getting it.
