Sorry if this has been done before but has anyone come across this before?
I contacted V21 customer support as I can rarely, if ever, get scoobynet at home and got the following.

22/02/2003 12:16:33 Customer I have been unable all week to access the above domain from my V21 account at home despite being able to access it at work and via other providers. The IP address is 217.79.111.23 and I am also unable to ping from V21. Has this site been put on some sort of blocked list?

Don't use www2.scoobynet.co.uk
That was a temporary site for server swap over a month or so back.
Use

No difference, I tried them both and even tried by IP but no joy.
It resolves fine but just times out? Can't ping either address or the IP.

Yeah, without Scoobynet it's all rather pointless
The connection isn't too bad where I am and I can't get cable or adsl but if I can't get the sites I want its a waste of money.
Guess I'll be cancelling at the end of the month then.

Further to the above - here's how my conversation with V21 has gone.
p.s Mods, keep this in general as it's Scooby related.
Me - Been going on for about 3 weeks. Can only access www.scoobynet.co.uk on an intermittent basis. Only way round this is to keep logging on and off till it does find the server. It is only this site/server that's affected. When it fails to find the site, I tried pinging http://217.79.111.23 and it's timing out looking for the server. Checked with the server operator and there's nothing odd at their end. Is it a V21/my account issue ? Regards Kevin.
V21 - Hi, we have tried repeatedly to contact the hosts for scoobynet to discuss this issue with them but they have failed to reply to our mails. The problem is with routing of one of the IP address ranges that we use hence you may get access depending on the address that you get issued on connection. I can only suggest that you try and contact the site hosts, explain that you have a problem, and encourage them to reply to us so that the problem can be resolved.
Me - Further to my last message and your response, the host of Scoobynet has been in touch saying he's received no emails from yourselves regarding my connection problems. Can you try again to contact him on webmaster@scoobynet.co.uk but copy me on groatkj@bp.com so I can relay messages if there's a routing problem. I've also run a couple of ping tracers when I have conneted ok and been told that my average Pings are terrible. I can send you results if you let me have your email address.
V21 - Hi, we have sent a copy of our communication to the hostmaster@scoobynet.co.uk. Our original contact was the network coordinator for the IP range that the site is hosted on. The problem is not restricted to the one site but all and any sites hosted on that particular IP range.
What now ??????
Like I said above - I know where the problem lies but who's responsible for hosting the faulty IP address ?

kevin, to find out who looks after the ip at fault, go to www.visualroute.com, select 'live demo', 'uk, london' type the ip address in the applet box and press return.
once its done, the bottom line is the host and by clickin on it, yer can find out info about them, usually includin mail addresses. i use this to track down ip's that try to port scan me - i then tell the isp who shuts down their account

That's what I thought.
V21 are not reknowned for knuckling down to solve problems (and for £10 a month you can't really blame them) so I'll just change ISP's at the end of the month if they haven't solved it.
I've never come across this before though.

Just because the problem occurs at Griffin doesn't mean they're the source of it. Unless they're filtering the routes they receive in BGP, it could just be that V21's network isn't being advertised to them by one of their peers (though Griffin should be multi-homed, in which case it means the route isn't coming from any of their peers ).
