Modem woe's

Hi all,
I keep getting lots of error messages when trying to connect.
The most popular is Error 678 unable to connect to the computer. Does this mean my computer or the ISP's?
I've managed to get it to work now (or I wouldn't be writing this), but it sometimes works and mostly doesn't.
IS it likely to be my modem or a problem with the ISP?
