A bit of trial and error required I'm afraid. Some things you might try to see if it improves:
Unplug all other USB devices on the same machine.
If it is plugged into a USB hub, try plugging directly into the USB port of the PC.
Install it on another machine
Try a different make/model of scanner on this machine

A friend of mine has just bough an Epson perfection scanner and it is connected to a compay machine. P3 550mhz 398MB of ram
It takes about half an hour to scan ANYTHING it does not matter what settings it has. It has been swapped out for a new one and that does the same. Its USB and other devices have run through those ports without a problem.
Any ideas?
