My IBM has only a doller key. Can I change/program it so that I get a pound sign instead??.

Thumbs up

Go to the control panel, and fire up the Keyboard 'applet'. On the 'input locale' you'll need to add/switch to 'United Kingdom' (you're probably currently on United States). That should give you a £-sign.

Luke,
Assuming you follow MarkO's suggestion and setup for UK Locale (if you haven't already), the a £ sign should come from pressing SHIFT + 3.

I hope.

Cheers
