Sounds like that program is in your Start Menu, but the application to which it refers has been deleted/uninstalled.
Check in your Start folder to see if there is a sort of blank icon (no pretty pics) & if there is, click on it to see if that is what is attempted to be run but found missing. If it is, remove it & problem solved.

have you had a virus recently ?
from norton antivirus ... had this problem on a friends pc.
"During infection, some Trojans will add the name of their executable file to the Windows registry entry that is used by Windows to open any applications. The Trojan uses that entry to start itself whenever any program is opened. If NAV deletes or quarantines that Trojan executable file then the registry entry is left behind. This causes Windows to not be able to open legitimate programs because the Trojan-created registry key is still looking for the nonexistent Trojan file. This document provides manual removal instructions that will restore that Windows registry key to its default setting so that programs will start correctly.
Some Trojans have become widespread enough to warrant specific repair instructions. However, you will not be able to start your Web browser to access that information until the registry key that the Trojan has altered has been restored to its default value. This document provides instructions that will help you recover from the damage done by the Trojan. Once you have finished with the instructions, follow the steps in the document Where to get information on viruses to find specific repair instructions for the Trojan that NAV has detected."

John,
when you loaded win98 again, did you lose all your drivers and other programs?
My home pc seems to be suffering from the same problems (except I can't get the internet either - I'm at work just now)
Cheers
