Netbooks are a thing of the past they basically don't exist any more. A netbook was a small laptop with a 10.1" screen or smaller and ran with a very slow atom cpu (not to be confused with the current much improved modern atom cpus). The 11.6" laptops have never been categorised as netbooks and always been laptops and these are still a popular size laptop for portability.
What you have now are tablets, convertibles and laptops. From your requirements you are after a Windows tablet with a keyboard such as the Linx 10 which is what I have or a convertible which is basically a laptop with the keyboard able to swivel all the way round to act as a stand or fully round so it can be held like a tablet. However because their keyboard doesn't normally detach they are far heavier than a tablet with a removable keyboard.
So when searching look for convertibles not netbooks and windows tablets. On the tablet side you can get something as cheap as the Miix or Linx right through to the top end of the market of a Microsoft Surface/Pro edition. The Surface 3 is currently £349 at John Lewis which is the cheapest it's been but is now a generation out of date. The Pro versions are far superior but are incredibly expensive.
As for Windows it will be Windows 10 all the way now. It is the best iteration of Windows to date and I say that from a technical background. Those who knock it generally aren't from a Windows technical background and shouldn't be slating something because they don't understand how good it is or what you need to do to improve it from the standard setup.
I didn't mention there are also the 2 in 1s but these are big money. These are laptops with detachable keyboards so you get a proper laptop and a powerful tablet but you pay for it. As an example:

So as always with tech it depends what you prepared to spend as to what you can get.

For the particular hardware with device ids mentioned in that blog covered by the driver then yes. So you will need to know if the hardware you are connecting is USB CDC Abstract Control Model (ACM) compliant hardware.
