That is what the two reports reveal, which is in part why Gove was sacked

As I understand it, certainly with respect to the academies (the epicentre of the whole scandal) they, Birmingham, were not responsible for running the schools

It was actually when central Gvmt took responsibility that the report was commissioned by Gove. The thouroughness of school inspections (and the move to no notice inspections) is the subject of another thread.
As to Gove being sacked it may well be your intrepetation but not mine. I feel that the "noise" surrounding Gove (and for that matter Paterson) as they opposed leftists entrenched dogmas was too much for spineless Cameron to take, and so he wanted a touchy feely run up to the election with a load of no mark women to try and make it look like he knew what he was doing. after all we all pick and chose references to back up our own prejudices
I am sure Birmingham council have not covered themselves in glory here - but as I said in my view the buck stopped with Gove - and the Academy/Free schools agenda, with a light touch regulation
we see it all over the place - no need to have qualified teachers, no need to teach the national curriculum

I think if more Muslims shared Mosques there would be no need to build more. In fact there is no need for any more at all. They are only ever full on Eid and Friday prayers. All the other time you'll have the front couple of rows if you are lucky.
In fact Mosques are the only place where Muslims can que!
I'm not too keen on my local mosque. They have rubber feet hurting mats and no jihad manuals. If i went to mosque i'd want more jihad stuff. Fed up of this wishy washy lefty pc muslamicism.
