Personally I think iOS7 looks god awful, like it's been thrown together at the last minute in some desperate attempt to meet a deadline. There's absolutely no professional look to it at all, I mean seriously, if you were in a meeting and you pulled out the pastel paradise that is the iOS7 homescreen people would think you were weak in the head. The worst part is that until a jailbreak for it comes out there will be nothing anyone can do about it.

Will there be any performance degradation for low spec iPhones? I have the iPhone 4 which is the bare minimum. I only ask as I wish I stayed on iOS 5.1.1 instead of upgrading to iOS 6.x.

All earlier iPhones will take a performance hit and probably won't get all the features available for the latest phone just like all the other iOS updates.
Doesn't affect me now sadly. After 5, yes 5! visits to the Apple store with various issues and one replacement (costing me £119) my iPhone 4 won't recognise there's a battery in it, or at least, doesn't display the charge % changing unless you hard reset.
Unfortunately, despite having a new battery fitted and upgrading to the latest firmware etc, it's not fixed so unless I pay them another £119 I'm stuck with a glorified iPod that stays in the dock on the Zeppelin now.

Yes you can, Apple are still signing 6.1.x depending on phone model. You have to download the software

When you want to revert back if using windows you hold the shift key and click retore then choose the IPSW you want. If using mac same applies apart from you hold down the ALT key.

I've been running it on and iPhone 4 and iPhone 5. It is very bright and somewhat cartoon like.
It is correct that some of the UI elements won't be present on lower end devices. For example, the dynamic backgrounds aren't on iPhone 4.
I was hoping the 4 would be dropped, but I guess with that being the zero dollar phone on a 2 or 3 year contract, it would upset quite a few people (same reason why the 3GS is able to run iOS 6, and why the iPad does not)
