Whats to worry about someone having a picture of the front of your house ? Is my local estate agent assisting criminal activity ?
No.

Even then, you tell me if you'd allow a random TDH coming to your place and drilling your wall (even when you don't want him to) and taking pictures of your house without you knowing the purpose. Would you?
If you aren't in, anyone can take pictures of your house from outside, I know etc. But if you are in, would you like someone taking pictures of your house from outside?
But thats not what happened , he called at the door and told him what he was doing , and the OP watched him do it.
Nothing suspicious at all IMO.
Your opinion is valid, and good that you offered it to the OP, as he does ask for it in his post >

Thus unconsciously the OP does trust him, and mistrusts his own mistrust, if you know what I mean. what I'm saying is that OP needs to investigate his own vulnerability; regardless of that random eco-residential bloke being dodgy or a real thing.
True , if you let someone go that far even though you are suspicious of him (even if its innocent) imagine how far I real conman could get. Although I get the impression he didnt think about it till afterwards.
they come back and fill the walls with water from your neighbours outside tap and hosepipe
then it floods your house then they come back and pinch your belongings
