No.What I'm saying is that the tactics you suggest are not proportionate to this incident. Dealing with criminals as you suggest is what most crime orientated officers join the Police to do. Unfortunately the Police in the UK are weighed down by legislation which does not allow directed surveillance without it first being authorised. This is as a result of such tactics being used in the past which, due to such legislation as HRA, are deemed by Europe to infringe the rights of those who commit crime.
Should there be a series of thefts or a pattern then surveillance may become an option in the future.
Covert surveillance isn't about 2 cops in plain clothes being sat in an unmarked Astrar waiting for the offender to strike then jumping on the offenders with handcuffs and PAVA spray on display.
Comments such as "unable" and "unwilling" which you use are rather pointless and add nothing to your post.
As far as your closing comments go, I'll treat them in a similar fashion to those in my previous paragraph.

Might be fishy, might just be someone spreading the word and then not having time to follow up everything but I am now a little suspicious....

M3 models from e46 to new shape have a tracker fitted as standed and u need the keys to start the car so how did thay start it and how havent the police located the tracker

Maybe the police who "fobbed him off" smelt bullsh*t too.
Its really sad that someone takes whatever issue they have to those lengths................

Easy to be suspicious. But the thread serves as a good reminder for vigilance; As we know for fact:

Scoobs have been stolen from BHX, NEC and metropole.

So even if this one isn't legit, the other stories are.

( And inccidentally, I've since found how to get certain recentish model year BMWs running without the keys, no need to replace ECU or clone keys. Still not simple or cheap to do as it requires a few parts and software, but once equipped it should prove no harder than nicking an old Nova).
