So from what you are saying the police won't make attempts to catch car thieves in the act, and are unable or unwilling to catch them once the crime has been commited. It really isn't surprising that cars get stolen again and again from these car parks.
That old saying that crime doesn't pay is well and truly dead. I think its time for a career change, never really considered a life of car crime but with very little chance of being caught or punished I can see why so many choose this path.

Should there be a series of thefts or a pattern then surveillance may become an option in the future.
Covert surveillance isn't about 2 cops in plain clothes being sat in an unmarked Astrar waiting for the offender to strike then jumping on the offenders with handcuffs and PAVA spray on display.
Comments such as "unable" and "unwilling" which you use are rather pointless and add nothing to your post.
As far as your closing comments go, I'll treat them in a similar fashion to those in my previous paragraph.

M3 models from e46 to new shape have a tracker fitted as standed and u need the keys to start the car so how did thay start it and how havent the police located the tracker

Scoobs have been stolen from BHX, NEC and metropole.
So even if this one isn't legit, the other stories are.
( And inccidentally, I've since found how to get certain recentish model year BMWs running without the keys, no need to replace ECU or clone keys. Still not simple or cheap to do as it requires a few parts and software, but once equipped it should prove no harder than nicking an old Nova).
