this might be a stupid question but if i fit 100/90 philips rally will it be like driving round on full beam dazzling everyone

Not so long as your lights are aligned properly.

If it's a classic, there may be more dazzle since the lights are pretty poor and cause a lot of scatter, but a decently FOCUSSED bulb helps. If in doubt, lower the lights by one notch on the electric levelling, or under the bonnet.

That's where HID kits lose out: their bulb has poor focus and the lights scatter anyway..............
