I agree that 1st time offenders being sent to prison doesn't always help things....
BUT
some of these people are experiencing the first time that they've been CAUGHT, Not the first time they've committed an offence.
At the end of the day, it's getting a balance of deterent/rehabilitation.
I'm kind of in favour of 3 strikes & you're out like in the US. This puts away the persistent offenders for a lot longer than the one offs.
