How did you fund your PayPal payment? I am assuming via your bank account or a credit card, if so get them involved as they have far more 'pull' than you do.
Tell them you are disputing the charge due to not having received the goods, they may tell you to sod off but as you have been roundly shat on you have nothing to lose at this point.

I had a problem with paypal recently although eventually sorted itself out after numerous phone calls at my own cost.
OP - phone them up and speak to a claims advisor and explain the situation, when I had an issue they were quite helpful although it did take a few attempts to sort it out as the back office staff that make the decisions only go on the info given. Its stated previously, its black and white in their eyes.

Just playing devil's advocate here. There are 4 people (companies, entities) involved: Buyer;
Money transfer co (paypal);
Seller;
Courier.
3 of the 4 involved say the item is delivered. I think you are fighting a losing battle.
However, have you asked the courier if their vans are lo-jacked? Can they put the van at your address at the supposed time of delivery? Or at all?

Always the case, if there is a solution found, or not found, it should be reported.
Start a war on a public forum, then in should stay here whether or not you made a deal with the person/company in question, because 1, they may not do that for other folk, 2, you had to bring it to a forum to get a response, 3, if they found a solution or not
ASB have the right to reply and put their version of events, and what they did to rectify the situation. This would actually show them in very good light imo if they did everything they could.

Basically paypal found it in ASB's favour. Which left me with nothing and no idea what to do next. I told ASB I wasn't happy and that I thought he could of done more sooner to resolve this. I seemed to be the one chasing up city link etc. So as my last option I asked if he could just refund me half of what I spent and we both take a loss I know it's not the full £550 and I'm still out of pocket but it's better than nothing. This has been going on for a month now and ASB agreed with that and sent me the money this morning.
Just want to move on and try forget about it now seems I done all I could have to fix this.

As above. Paypal dispute was found in my favour. Jamie pmd me asking for half the amount so we both take a hit. I agreed and sent the money over.
Jamie does seem genuine enough but Hes over 200 miles from me and all I have at my end is tracking saying delivered and citylink also saying its signed for.
Even though I made the mistake of insuring for the low amount, citylink wont even refund that as its conidered delivered. End of. So insuring for the full amount would have been a waste of more money it seem.

all i can say is you are easily pleased.

Someone on one of these threads came up with a pretty good solution to stop this sort of thing happening in future. The use of a password or PIN number that the customer has to give the delivery driver upon delivery.
This is not out of the realms of fantasy.
On many websites when ordering items there is often a box where it is possible to add delivery instruction notes. Maybe it could be added in the box that a password needs to be given before the item is released to the signee. Maybe the person that books the courier should consider requesting a password is given at the other end, one that they can then forward on to the customer.

I work in a courier company myself. The problem with that is that when i scan the parcels in this morning amd set out on my route customers will be given a 1 hour time slot. And they will receive either an email or text message. Whichever is provided. If for example the customer on the receiving end is at work or whatever and someone else is at home. The person at home may not get the message/pin and wouldnt be able to sign for it. That will cause havoc as someone was at home to receive it but because of the pin they can't have it
Just to add, I was a courier for twenty years. Never binned any item I delivered but this is not unheard of happening.
