Default Brake Pedal down when pads waste

Sorry if my english is not tolerable, but I am very frustrated with this:

I remember in another cars I had when the pad wear out brake pedal remains at the top, so you can pump with all the strength. In other cars several times I have reach the end of the pads whitout loosing any brake pedal range, so I could still brake the same as the first day.

But now I have a Subaru Impreza WRX 2003 and apears that pad bulk and brake pedal range are linked in some way. When the pad outwear the brake pedal goes down, so when you have expend 1/2 or 3/4 of the pads the brakes become useless, because you only pump with 1/4 of strength, but pads are still ok!!!

So what can i do?

Fill the back of the pads with some iron or metal to elevate the pedal could work?

There must be a problem with the car if the pedal goes right down, get it checked out, the pedal should always be very near the top!!
