Tramlining occurs when your tyres follow the imperfections in the road, it manifests itself through the steering wheel and feels as though it has a mind of it's own. Worn or poor tyres seem to accentuate the feeling.

Also,

higher tyre pressures
larger, wider and lower profile tyres
stiffer suspension

as far as wheels/suspension it seems that it's more of a combination of them that accentuates the feeling. It's the contact between the tyres and the road surface that's the cause, the rest just make it feel worse.

feels like the cars front wheels are stuck in some tram lines, hence the name.

I used to get this with the original Bridgestones that came on my MY00. Now on Toyo tyres and can't say I've noticed it since .
