technically you should tell them regardless of the mods (i did once have a sensible company who did not load for any brake or suspension upgrades as i played the "safety" card!!!!!)
however if you only upgrade the pad material then what's the point....grooved discs then its going to be visiible as is a "big brake" kit.......
my advice would be to sound them out re. possible mods.........you might be pleasantly suprised.....

Will it go up or down?

Suppose I should tell them really.

Just wondering if it will go down as I am less likely to be involved in an accident, or will it go up as it looks more nickable.

Theoretically, they make the car safer, but insurers don't see that, so expect it to go up! it never goes down!

My insurance didn't go up at all when I declared my break upgrade.
It is important to declare it because if you had a mishap the insurance company should replace your uprated breaks like for like.
If you haven't declared the upgraqde obviously this won't happen!
