when using width and aspect ratio to calculate a tyres total diameter is the tread depth taken as being new ie 16mm or is it taken as being at the wear bar ie 3.2mm?
in other words if the tyre is 205/60/15 does the diameter of 627mm include the 16mm of tread or is it the nominal legal diameter of the tyre?

I'd guess its the diameter when new. New tyres don't have 16mm though (unless I'm being conned and they're selling me part worns 
) - more like 8ish mm?
