Correct tyre pressures

I have recently purchased new OZ alloys for my MY98 UK car.
The wheels are 17" and I have 215-40-17" Goodyear eagle F1's fitted.
When I bought the wheels I was advised to keep the pressures as per the originals, ie 33psi and 28psi for the front and rear respectively for normal loading.
However at these pressure's the tyres look almost flat? espcially at the front.
Is there some sort of formula for calculating the correct pressure?
or is it just trial and error?
Can anybody advise please.
