The owners manual suggests 58 - 72 ft/lb. Is there a prefered setting or is it this vague?

I am trying to find a decent torque wrench so that I can keep the nuts properly monitored, especially when changing wheels at track days and checking on stud stretching. The Halfords jobbie is £60 and there's no way I can shell out £250 for a Snap-on. As the Draper looks pants and I can't find a Facom dealer are my options this limited?

The torque on a Subaru wheel nut is 67lb +/- 7lb.
If you go higher it flakes and cuts all the thread off the wheel stud when you remove the nut next time.
