As smufy says but it's actual purpose is meant to be a guide for the harness, it goes over the bar giving it the correct angle, then you secure it via the rear seat belt mounts.
I need one for sprints just to rule out any problems with scrutineering.
But most folk do secure the harness to them and i actually have that setup in my Evo.
