Default Power Steering Question!!

Looking for a bit of help please guys, My power steering when cold and standing on the spot feels very very notchy, Its as if when im turning the wheel that its cutting in and out. When upto temperature this seems to go although when almost on full lock I think the belt is squeeking and it just doesnt feel right. Fluid was a little low so have topped that up but hasnt really solved anything, would you recommend dropping all the fluid out and replacing for new before I try anything else?

Has anyone experienced a similar problem, the cars a MY00 Classic Uk Turbo.

Thanks Ryan.
