The banding doesn't seem to work on import cars either.

Correct. Loophole ATM means it doesn't apply to imports. U pay on insurance instead!

Serious? That's good. Maybe it's because the Impreza isn't a cheap car anyhow.
My old JDM Celica used to cost me more than my Scoob - a UK version would have been £300 cheaper per year...
