Default 22mm whitline rear arb and alloy links rubbing

Had a 22mm whitline rear arb and alloy links fitted back in march last year and all has been fine. But on the mot today we have found that the off side has been rubbing on the bar where it loops down.I have done a search not found a lot.I have checked the part numbers as i kepted the box's with Whiteline's site and they apper right.Should it have the Steel links not alloy. Here's a couple of pic's any advise would be great.
