Paul, of course you can still lower it. With bigger wheels you have to fit lower profile tyres so the diameter remains the same. It's the lower profile tyres that give improved performance (lower sidewalls means less flex and better feedback, all other things being equal, which they're not, but whatever...).

17x7in wheels are common and a proven combination with lots of different tyres. 18s are a different matter. Most 18in tyres will be designed to run on a wider wheel than 7in, and wider wheels are not common on Scoobs. The rears are already prone to rubbing if you use the wrong off-set.

What I'm saying is make sure you get very good advice before buying. If you get it wrong, you'll have a car that handles like a pig (tramlining etc) with suspension that can't take the extra unsprung weight, rides hard as a rock, scuffs your wheel arches, and has cost you a fortune.
