No risk so long as the tank is closed.

Its petrol fumes that you need to watch out for, so makes sure th3 filler cap and vent pipes etc make a good seal.

I talk from experience after blowing up a empty petrol tank....welding spark went down a 1" hole for the fuel pickup and ignited the gas....made a interesting noise (boom-whooosh! ), and the tank resembled a baloon afterwards

tanks are awesome when they do go pop! I used to weld a lot of big army fuel cans and turn them into fuel tanks for buggies and off roaders and they can add 50% of the size again when they ignite!

A full tank is safer than a half full or low fuel tank?

Yes. It can still get on fire, but would be easy enough to put out with a wet rag over the neck, like putting out a chip pan fire. It's the mixture of petrol vapour and air which is lethal.
