the pic u have posted shows a genuine subaru 2 piece subaru front lip kit that matches the oe side skirts and rear valance extensions, the parts are available from GGR (aka GrahamGoode) quite expensive, hope this helps.

Oscar is right.
I think they were only available for very early Imprezas in Japan.
Only seen one car with these on in the UK and GGR is the only place I have sen them advertised.
They are NOT the rear spats "bodged" on
