Dunno.
All I know is I owned a 1993 (4 years older than yours) WRX for nearly 4 years, and the hazard switch (same as yours) worked perfectly.
After all, they hardly get used lol

If I press the switch nothing happens.if I hold it half way down it works obviously it's not surposed to work like that I just want a switch that works.

Sounds like one of the wires on the back of its terminal is at fault.
In that said wire is unusually sensitive to the switch's position. Obviously, when the switch is fully latched, the wire - for whatever reason - doesn't make contact with the terminal.
OR... There's a break in a wire, and the fully latched position causes it to become a 'dry joint'.
That's my hypothesis anyway lol

My original switch did nothing. I then got a so called new switch from Ford's old stock ( I don't no how they got it ) and this does something but doesn't fully work.

Another hazard switch arrived today and again no hazards I've jiggled the wires about and nothing changes. I now except it's not a switch and it's an electrical fault

Thing is, because of that, you now can't guarantee that yet another switch will sort it.
I'd cut my losses and call out a mobile sparky...
