I use John at progrip in Bonneybridge for my road car and the race RA. John is first rate and his prices are very keen, he has been setting up my race Ra for a few years now and has done plenty of Impreza's. 01324810111 and he is at 8 Canal Bank

Lowering springs do make a difference to how the car sits. I have a blob as a road car and fitted KYB Ultra shocks and STI prodrive springs and it sits somewhere around 30mm lower. Low enough to make it look better but no stupid low that it adversely affects how it handles. If you are going down that route either the prodrive springs or the eibach's are a good choice. The Prodrive springs are actually made by Eibach and are supposed to be a slightly different rate to the Prodrive spec springs but in reality prob not much in it.

The ARB debate lol, depends on individual really. I havnt changed mine as the car is a road car and I dont drive it hard anyway. If budget isnt an option buy a 24mm adj rear, a 22mm adj rear and a 22mm adj front and swap them round till your happy but doubt that would be a real option so I would suggest either 24mm rear and 22mm front or 22mm rear and standard front.

If you uprate the roll bar you need the bushes to fit whatever roll bar you chose. If you are talking about the standard bushes then i wouldnt change them unless they were worn.
