My m8 @ work got his done @ Premier Industrial Painting, Newbattle Abbey College Annexe at Eskbank Dalkeith.
He dropped the car off in the morning and they were finished late that evening. Alan (owner) sold the blasting side of the business to a m8 (there still based next door). They start early doors and will strip the alloys in the morning. He gives them over to Alan in the afternoon (when he starts work) and they finish the job and usually works late into the evening.
They charge £35 a wheel, but did a fantastic job and they seem to care about their work. If it goes wrong, they'll not give you the wheels back till it's perfect (or so he says).

There's a company called Chameleon Powdercoatings based in Renfrew and I've see some pictures of their work and was very impressed. It's mainly bike wheels they do but i've seen loads of alloy wheels as well with one in particular which looks like a 18" Prodive wheel!
