Blob wagon rear bumper...dealer only?

Returned to my 05 wagon after watching my son play rugby, to hear the alarm going off, and to find that a van had reversed out of a driveway opposite and implanted its towbar in the bumper corner. It seems to be just the bumper; are these a dealer only item? Thanks
